| RTÜK | Radyo Televizyon Üst Kurulu [High Commission for Radio and Television] | ...is the Turkish Radio and TV censoring body that routinely metes out punishments to TV/Radio stations (and Internet websites) for such offences as: profanity, belittling Atatürk, overly-erotic references or presentations, coverage of politically sensitive or potentially slanderous news stories, etc. The punishment, which is always administered after the fact, consists [usually] of a one day suspension of all scheduled programming -- though we have seen as many as 15 days suspension. But RTÜK also has the power to 'permanently' shut a TV/Radio channel down -- as they did in May 2005 (see below). And, as of this writing (28 August 2008), RTÜK has been banning the popular YouTube website for more than 3-months, without an explanation. In the news: May-June 2005 -- RTÜK bans adult-channels after (phantom?) complaints... RTÜK's action brought swift negative reaction from 'freedom of expression' advocates in the Turkish press (even, surprisingly, from a few AKP party hacks). And the questions swirled... Where did 'so many' complaints come from? The only people with access to the adult DİGİTÜRK channels were those who had ordered and installed special digital receivers and satellite-dishes -- who, further, had paid an additional adult subscription surcharge. Were these the viewers in question? Had they gone to all that extra expense, just to register their complaints? ' |
